If two people are in a bad situation or are arguing and one is trying to blame the other person, you can say “it takes two to tango!” This is saying that the bad situation could only have been made with the help of BOTH people involved, just as you need two people to properly dance the tango. Therefore blame can only be with both sides of the argument.
